Job Description:
About the Opportunity The Roux Institute at Northeastern University serves as a Consolidated Partner to the Maine Department of Health and Human Services on Initiative 5 (Sustainable Rural Health Ecosystems) of Maine's Rural Health Transformation Program (RHTP). As part of this role, the Roux Institute is responsible for identifying, subcontracting with, and managing a portfolio of Contracted Vendors, administering pass-through funds, and managing Department-approved Hospital Efficiency Funds distributed to a cohort of Maine rural hospitals. The Contracts and Budget Manager will provide day-to-day contracting and financial administration support across this initiative, working closely with the Northeastern University Office of General Counsel (OGC) and NU finance teams to support execution of sub-award agreements, consultant and vendor contracts, and hospital efficiency fund agreements, and tracking associated compliance and invoicing requirements. This role serves as an important operational link between Roux program leadership, University central offices, and external Contracted Vendors and hospital partners, helping to ensure that contracting and payment processes move efficiently and in compliance with University policy and Department requirements, and State and Federal (CMS) requirements in a complex environment. This position requires strong financial capabilities, organizational skills, comfort working with contracts, spreadsheets and government documentation, and the ability to track multiple agreements and deadlines simultaneously across a fast-moving, high-visibility state initiative. Minimum Qualifications Bachelor's degree required, preferably in business administration, public administration, finance, or a related field, and 4-6 years of relevant experience in contract administration, grants/financial administration, or a similar operations role. Experience supporting contract or sub-award processes (e.g., drafting/routing agreements, tracking approvals, coordinating with legal/finance offices) or previous roles in grant administration strongly preferred. Knowledge of sub-award agreements, consultant contracts, invoicing, and basic compliance requirements (e.g., insurance certificates, W-9s, scopes of work); experience in a university, government, or grant-funded environment is a plus. Strong attention to detail and comfort managing sensitive financial and contractual information with discretion. Excellent organizational and time-management skills; ability to track a high volume of agreements, deliverables, and deadlines across multiple vendors and hospitals. Strong written and verbal communication skills, with the ability to liaise professionally and effectively with University offices (Office of General Counsel, finance/accounts payable) and external vendors/hospital administrators. Proficiency with Excel and other Microsoft Office Suite products and University financial/procurement systems (e.g., Workday or equivalent); willingness to learn new systems as needed. Ability to work independently, exercise sound judgment, and escalate issues appropriately when navigating University policy or compliance questions.
